QWho should register Shipping Route Master or Shipping Calendar Master?

In WisE Shipping Route Master, there is a "Main TTC Office" field. Only the Main TTC Office can modify the shipping route and shipping calendar. This Main TTC Office is the office that first registered the shipping route.
 
As a guideline, the Main TTC Office should be the office that directly communicates with the forwarder and receives updated information about the shipping calendar.
