Please consider these 2 options.

1) Use the "Editable Delivery Tag" function. On ordering, supplier delivery tags will follow the registered lot. Export Office or Supplier may edit the delivery tag qty according to the actual delivery lot before Export Inbound.

What is the “Editable Delivery Tag” function for?

2) Register Delivery Lot = 1 in the Export Purchase Contract (Supplier Contract). This way, Export Inbound can proceed with any quantity. However, please note that many delivery tags will be generated (1 delivery tag for 1 piece) so it is not suitable if delivery tags will used for operations.
